Learning English in Cebu — a guide for Japanese, Korean, and Chinese students
Cebu is one of the cheapest English-learning destinations in Asia. Here is how the program works, what it costs, and what to expect.

Welcome sa Cebu! Whether you are reading this from Tokyo, Seoul, Shanghai, or anywhere else — Cebu is one of the cheapest and friendliest places in Asia to learn English. Each year, more than 50,000 foreign students come here to study — mostly from Japan, Korea, China, Vietnam, Taiwan, and Saudi Arabia. Sige, here is how the whole thing works, in plain English.
Why Cebu?
Three real reasons:
- Cost. The same English program in the US or UK costs 3x to 5x more. Cebu is cheap because dorm rent, food, and teacher salaries are all lower.
- One-on-one classes. Most ESL schools in Cebu give you 3 to 5 private 1-to-1 lessons per day. In US/UK schools, almost all lessons are group classes.
- Filipinos speak good English. The Philippines is one of the world\'s largest English-speaking countries. Teachers are native-fluent and trained specifically for ESL.
The two main program styles
Sparta and semi-Sparta
"Sparta" means intensive. 8 to 10 hours of class per day, plus mandatory evening study, weekend study limits, and minimal use of your native language inside the campus. Phones may be restricted during study hours. You finish exhausted, but you progress fast.
"Semi-Sparta" is the same idea, softer. 6 to 7 hours of class, less rigid study time, slightly more freedom at night and on weekends. Good middle ground for most students.
Regular and ESL+Activity
"Regular" programs do 4 to 5 hours of class per day. You have plenty of free time — good if you also want to explore Cebu beaches, dive, or do other activities. Some schools combine ESL with diving, surfing, golf, or yoga lessons.
What does a typical day look like?
- 7:00 AM — Breakfast in the school cafeteria.
- 8:00 AM — 1st 1-to-1 class (50 minutes).
- 9:00 AM — 2nd 1-to-1 class.
- 10:00 AM — 1-to-4 group class (vocabulary or speaking topics).
- 11:00 AM — Listening or grammar group class.
- 12:00 PM — Lunch.
- 1:00 PM — 3rd 1-to-1 class.
- 2:00 PM — 4th 1-to-1 class.
- 3:00 PM — 1-to-1 writing or pronunciation.
- 4:00 PM — Free time or optional clubs.
- 6:00 PM — Dinner.
- 7:30 PM–10 PM — Self-study, sometimes evening 1-to-1 (Sparta).
What does it really cost?
For a 4-week program at a mid-tier semi-Sparta school in Cebu:

Visa, step by step
- Enter as a tourist. Most ESL students come in visa-free or with a tourist visa. Filipinos and Japanese, Koreans, and Chinese have different allowances — check your nationality at immigration.gov.ph.
- School registers you for an SSP. The Student Special Permit lets you legally study while on a tourist visa. Around USD 140. The school handles it in your first week.
- If staying longer than 30 days — extend your tourist visa at the nearest Bureau of Immigration office. Most ESL schools have an immigration officer who comes to campus once a month.
- If staying longer than 60 days — you also need to register for an ACR I-Card (Alien Certificate of Registration). Around USD 150.
Where in Cebu?
Most ESL schools cluster in three areas:
- Mactan (Lapu-Lapu) — closest to the airport (5–10 min), beaches and dive sites within walking distance. Most "ESL + beach" schools are here.
- Cebu City — Banilad, IT Park, Capitol. More urban, more restaurants, more bars. Better for serious study + city life.
- Talisay / Minglanilla — quieter, cheaper, fewer distractions. Good for hardcore Sparta programs.
How to pick a school
Three questions to ask:
- "What is your nationality ratio?" A school with 80% one nationality is hard for English practice — students speak their own language at night.
- "What is your teacher retention rate?" Good schools have teachers who stay 3+ years. Bad ones have constant turnover, which hurts curriculum consistency.
- "Can I see a sample week schedule for my target level?" If they give you one for a generic level, push for one matching your actual current English level.
Pitfalls to avoid
- Cheap "TESDA only" schools. A real ESL school has TESDA accreditation plus Bureau of Immigration accreditation as a Foreign Student Visa issuer. Without the second one, you cannot stay legally beyond a tourist visa.
- Dorm-only deal-breakers. Check if dorms are co-ed, have AC, 24/7 hot water, and decent wifi. These vary a lot.
- Hidden weekend fees. Some schools charge extra for weekend activities, beach tours, or even use of the school van.
Average results
A motivated student doing 4 weeks of semi-Sparta usually moves up one TOEIC band (e.g. 500 → 600) or sees a similar move in IELTS. 12 weeks gets most students to a comfortable conversation-fluent level. After 24 weeks, business English and academic English become realistic targets.

How long are most ESL programs in Cebu?
The most common length is 4 to 12 weeks. Many schools offer 1-week to 24-week packages. For visa convenience, 4-week and 8-week blocks are most popular.
How much does it cost?
A full 4-week package — tuition, dorm room, 3 meals a day, daily lessons — usually runs USD 1,500 to USD 2,500. Add roughly USD 300 to USD 500 a month for personal spending (snacks, weekend trips, SIM card, laundry).
What visa do I need?
Most students enter on a tourist visa-free stay (30 days for Japan, Korea, China, etc.) then convert to a Student Visa (9F) or get a Student Permit (SSP) issued by the Bureau of Immigration. The school handles the SSP paperwork once you arrive.
How many hours of English per day?
A "Sparta" program is 8 to 10 class hours per day plus mandatory study time. A "semi-Sparta" is 6 to 7 hours. A "regular" program is 4 to 5 hours. Pick by your goal — most students start with semi-Sparta.
Will I be the only Japanese (or Korean) student?
No. Most Cebu ESL schools have a mix — usually Korean is the largest group, Japanese second, and Chinese / Vietnamese / Russian / Saudi growing every year. Some schools cap nationalities to keep variety; ask before you book.
